A Policeman in PNG charged with shooting, wounding deaf man

 A 26-YEAR-OLD policeman was charged in the Vanimo district court with shooting and wounding a deaf man in 2018 during a raid in West Sepik, Papua New Guinea, the National reports.

Local Magistrate Sasa Inkung read the charge of causing grievous bodily harm to Raphael Kua, from Sinasina-Yongomugl’s Tamtai village in Chimbu Province of PNG, on Wednesday and adjourned the case to Aug 7.

Kua was with other policemen who attended to a complaint at Wara Kong Kong settlement that attracted a curious crowd.

The policemen shouted at the crowd to leave.

However, the deaf man who was among the crowd, did not leave because he did not understand the orders of the policemen.

And Kua, not knowing about the victim’s disabilities and thinking that he was ignoring orders, allegedly shot the victim in his left leg, seriously wounding him.

After shooting the victim, he escaped from police investigation and hid in his village.

After the Port Moresby-based Internal Investigation Unit (IIU) detective left Vanimo, he returned to Vanimo to resume his duty. Last month, when IIU detectives returned, Kua was served his outstanding charges and arrested.

Meanwhile, Inkung said Kua also had a grievous bodily harm case pending before the National Court and was out on K1,000 bail.

“So the district court has adjourned his case to Aug 6 for his second mention and will also review his bail condition to remand him in custody,” he said.

Inkung said Kua was accused with his co-accused and fellow policemen Leroy Tamsen, 25, from Aitape’s Yakamul village in West Sepik and Enock Kore, 27, from Okap’s Wantokori village in Eastern Highlands for allegedly assaulting a man last February.

“Kua, Tamsen and Kore have all been committed to stand trial since last August,” he said.

Inkung said the district court had found enough evidence to commit Kua, Kore and Tamsen to stand trial in the National Court with charges of grievous bodily harm and willful damage.

“Tamsen was accused of driving the police vehicle on the wrong lane and collided with an oncoming vehicle that was in its right lane.”
